President Li Shiguang Visits Zerafa II Project in Algeria for Site Inspection

From April 6th to 13th, President Li Shiguang and Executive President Bo Qiliang of ZPEC Group led a delegation to the heart of the Sahara Desert in Algeria to conduct a site inspection of the Zerafa II Block. During the visit, they made a series of strategic arrangements regarding the project’s rapid implementation, compliant operation, and efficient development. They called on all project personnel to overcome difficulties, pursue excellence, and strive to make the Zerafa II Project a benchmark for ZPEC’s overseas oil and gas ventures. 

Despite harsh conditions including high temperatures and sandstorms, the delegation focused on four core tasks: well site survey, processing facility assessment, data collection, and cooperation discussions. They completed a comprehensive site review of the CPF station, camps, and three major areas (northwest, north, and northeast) operated by the joint venture comprising Sonatrach, Eni, and Equinor. The review covered well sites, processing technologies, HSE compliance, camp layout, security facilities, and logistics support, gathering a substantial amount of accurate, first-hand information.

President Li Shiguang held in-depth discussions with the joint venture team (Sonatrach, Eni, Equinor) and chaired several specialized workshops. The two sides reached consensus on key issues, such as gas access, process standards, and regulatory approval, while also aligning on critical milestones for data handover and compliance submission. President Li expressed appreciation to the partners on behalf of ZPEC and reaffirmed that the company would leverage its technical and management strengths, strictly abide by local regulations, and work closely with local teams to advance efficient development and achieve mutual benefits. President Li clearly defined the project’s overall positioning and required that all work follow the principle of “optimal access, mature technology, clear compliance, and cost control.” He further outlined five priority tasks:

1. Address technical documents and enhance geological and process databases. 2. Finalize equipment solutions and adapt to local operating conditions. 3. Accelerate compliance process and ensure legal compliant. 4. Optimize engineering plans and implement cost-reduction measures. 5. Front-load production preparation and establish a tailored HSE management system. He also instructed the ZPEC team to draw on the mature operational and management practices of third-party camps to optimize the camp planning and support solutions for ZPEC based on project realities.

This site inspection by the President and his delegation served as both a comprehensive diagnosis of the Zerafa II Project and an onsite mobilization for the annual campaign. The project team expressed full commitment to strictly follow the leadership’s directives, leverage ZPEC’s integrated advantages, embody the “Iron Blood Journey” spirit, and accelerate all work streams, aiming to bring the project into early production and add new achievements to the company’s high quality overseas development.
