2026-10-24

On September 25th, 2026, the Kazakhstan-China Investment Forum was held in Almaty. Li Shiguang, President of ZPEC Group, led a delegation to the forum, where the company conducted high-level talks and signed cooperation agreements, further consolidating the foundation for cooperation between ZPEC and the Kazakh government, local government, and the national energy companies. The move injected fresh momentum into the company’s deeper participation in Kazakhstan’s oil and gas resource development, accelerated localization of petroleum equipment and technical services, and continued expansion in the Central Asian energy market.

During the forum, President Li held in-depth discussions with First Deputy Prime Minister Nurlybek Nalibayev, briefing him on the operating status of ZPEC’s oil and gas projects in Kazakhstan, future investment plans and localization development proposals. Mr. Nalibayev expressed support for ZPEC’s projects in Kazakhstan and its follow-up cooperation plans.

During the event, President Li, on behalf of the Company, signed a cooperation intent agreement with KazMunayGas and the Kyzylorda Region Government. Under the agreement, the parties will fully leverage their respective advantages in resources, technology, equipment, and regional synergy. They will deepen cooperation in oil and gas field exploration and development, drilling and completion engineering services, localized production of petroleum equipment, and full-lifecycle equipment services. ZPEC will actively participate in Kazakhstan’s subsequent oil and gas field development and the development of its equipment and oilfield services markets, further harnessing the Company’s integrated strengths across oil and gas exploration and development, engineering services and equipment manufacturing, thus opening new market space for the sustained growth of its oil and gas field and oilfield services businesses in Kazakhstan.

President Kassym-Jomart Tokayev attended relevant activities. More than 600 representatives from government departments, chambers of commerce and industry associations, and the business communities of the two countries attended, including nearly 200 Chinese companies and nearly 100 Kazakh companies. The Kazakhstan-China Investment Forum is an important platform for implementing the important consensus reached by the heads of state of Kazakhstan and China, deepening high-quality Belt and Road cooperation, and strengthening direct ties between the two countries’ business communities. It has created favorable conditions for the two sides to further expand trade and investment and advance pragmatic cooperation in energy, manufacturing, and other fields. President Tokayev said that the forum should be developed into a long-term cooperation platform for strengthening business ties between the two countries.
