ZPEC Chairman Li Chundi and Team Hold Win-Win Talks with All Levels of Wensu County Government

On September 27, 2021, ZPEC Chairman Mr. Li Chundi and his team held discussions and exchanges with leaders at all levels of Wensu County, Xinjiang Province. The two parties expressed their common aspirations for win-win cooperation on the development of ZPEC in the local area. Mr. Li Xinbin, Secretary of Wensu County Party Committee, held the meeting and expressed that he would strongly support the exploration and development of the ZPEC Wensu Block to achieve a good situation of integrated development and economic prosperity.

The main leaders of the four groups including Wensu County Party Committee Deputy Secretary and County Mayor Mr. Ilia Aitiniazi, the heads of the County Development and Reform Commission, the Natural Resources Bureau, the Public Security Bureau, and other units participated in the meeting. The Senior Vice President of ZPEC, Mr. Yao Guicheng, the Vice President of ZPEC, Mr. Shi Shuyi, and the General Manager of Zhongman Oil and Gas Company, Mr. Li Xuesong also attended the event.

Mr. Li Xuesong firstly introduced the overview of the ZPEC Wensu Block, the exploration and development results achieved in the past three years, and reported on the recent and key next step tasks on ground engineering construction, large-scale production and joint construction of oilfields, and local government. He also put forward a number of suggestions to promote the mutually beneficial development of enterprises and localities. He said that, as a pilot and benchmarking enterprise for national oil and gas resource reform, ZPEC Oil and Gas Company would uphold the concept of green development, strengthen safe operation, accelerate the construction of one-million-ton oil fields, and promote the development of the local economy while achieving economic benefits.

After that, ZPEC Chairman Mr. Li Chundi expressed his sincere gratitude to the leaders and government departments of Wensu County for their strong support for the development and construction of the ZPEC Wensu Block. He said that the Aksu area is rich in treasures and flourishing and that every time he arrived there he experienced another a new feeling. ZPEC Oil and Gas Company registered in Wensu. the development of oil and gas fields had just started, there are more discoveries to be expected. ZPEC would take a long-term view and was confident to become one of the largest local contributors for the local economy and society. With the investment increase in the future, the company would further strengthen and expand ZPEC Oil and Gas Company. It would make Wensu as its base to support the group's larger industrial layout in Xinjiang Province and Central Asia. Mr. Li also said that with the help of the local government, ZPEC was bound to write a mighty new chapter in the frontiers of the Western Regions.

At the end of the meeting, Mr. Li Xinbin delivered an enthusiastic speech. He pointed out that he was very happy to work with the entrepreneurs of ZPEC to plan the development blueprint for investing in Wensu County. Since the establishment of ZPEC in Wensu, significant breakthroughs in oil and gas exploration and development have been achieved. In just three years, three major leaps have been achieved and ZPEC has become a benchmark and model for Chinese private enterprises to participate in national oil and gas resource reforms and has actively participated in the construction of Wensu County, assuming social responsibilities. This was the result of mutual trust and mutual benefit between enterprises and localities. For the common goal of "The oil & gas industry develop and I develop, and I contribute to oil & gas industry", the government would continue to assist the development and construction of Aksu Oilfield in the future, provide convenience from all aspects as long as the policy allows, and solve the difficulties and new problems encountered in the development of the enterprise. He proposed to establish a normalized communication mechanism to make the future exchanges between the two parties more in-depth, forming a good pattern of long-term, sincere, and mutually beneficial cooperation.
Mr. Yan Zhongqing, Deputy General Manager of ZPEC Oil and Gas Company, and Mr. Yao Guicheng, Senior Vice President of ZPEC, also spoke at the meeting. They introduced the bright prospects of the Aksu Oilfield after the large-scale development and the conglomeration effect brought by the establishment of the ZPEC Integrated Base in Wensu. They also pointed out that the ZPEC Wensu Block is an important fulcrum for the third strategic transformation of ZPEC. Based on its roots in Aksu, facing the whole of Xinjiang and radiating into Central Asia, the company will continue to explore and to create a new integrated oilfield development model and to promote the rapid development of the three domestic and foreign oilfield projects already in hand. With the pull of the industrial chain brought about by this, a rare opportunity will emerge for the win-win cooperation between the enterprise and the localities.
